Using UTCat as an example, the first issue is one of graphical design and is it conducive to successful interaction.
This is the first menu page you see when you go into UTCAT. The blue on grey along with the cursor text being red, it can sometimes create a moire pattern due to their being complimentary colors. There are also too many choices. If the UTexas Home Page lists this site as being UTCAT, then why does one have to select it twice instead of just one click from the home menu.
